Dr. Jelena Seferović, a project member and researcher, published her work in an article titled “Povijesni razvoj institucionalizacije ranjivih skupina. Primjer Prihvatilišta odraslih Narodnog odbora grada Zagreba”. The article was published in journal  Filozofska istraživanja.

About the article: 

This article examines the activities of the “Adult Shelter of NC of the City of Zagreb” since its establishment, from 1953 to 1978. Through three chapters of the article, Jelena Seferović describes the historical development of this Shelter and explains the behavior of its residents in the particular circumstances of daily life in the institution. Particular attention was paid to highlight the policy of caring for members of vulnerable groups in the social welfare institutions of the City of Zagreb. In addition, she seeks to elaborate on the beginnings of long-term care homes for mentally ill adults in central Croatia, currently homes for adults. Namely, one of the social groups that were disposed of in this Shelter were people with mental disorders and consequently two adult homes developed from it. Archival research, based on analysis of the shelter’s official documentation, showed that social and mental health protection strategies of that time were formally advocating the idea of ​​social equality, but that they in fact were focused on the protection of the majority of  the community from the people with mental disorders.
